Federal Programs

The office of Federal Programs is responsible for the administration of all funds and services provided to the Escambia County School System by the Federal Government.

This includes the expenditure, distribution, and monitoring of Title I, Title II, and Title V funds, as well as services for English Learners (EL) and homeless/migrant students.

We monitor 21st Century programs, and communicate with parents to ensure Parent and Family Engagement in all of our schools. Federal Programs staff are also charged with monitoring schools' compliance with Alabama's state requirements.

Each regular grade school in Escambia County is a school-wide Title I school.  School Continuous Improvement Plans are available on the System Planning page

Title I

Title I funding for schools originated with the Elementary and Secondary Education Act (ESEA) of 1965, and continues presently as part of the Every Student Succeeds Act (ESSA) of 2015 (which will take the place of the No Child Left Behind Act of 2001). 

Title I funds are used to ensure that all children have access to a quality education. They are awarded to schools in order to provide supplemental services for economically disadvantaged and/or academically at risk students.

Title I is the largest federally funded program for elementary and secondary schools. All of the schools in the Escambia County School System currently receive school-wide Title I funding. This means that funds can be used to provide supplemental resources for all students in the school regardless of economic or academic status.

The plan for the use of these funds, both by the individual schools and by the district, are outlined in the "Consolidated Plan" that is adopted, reviewed and evaluated annually.

 

Title II

The primary purpose of the Title II program is to improve teacher and principal quality in order to increase student achievement. These funds are maintained at the system level in Escambia County, and are dispersed for professional development at both the system and school levels. We also provide bonuses for math and science teachers in grades 7-12 to attract high quality educators in these fields. Under extreme circumstances, Title II funds may be used to employ teachers to reduce class size.

The plan for the use of these funds, both by the individual schools and by the district, are outlined in the "Consolidated Plan" that is adopted, reviewed and evaluated annually.  

Title V

The Escambia County School System receives Title V, Part B funding through the Rural Education Achievement Program (REAP).

Formerly Title VI (changed by the Every Student Succeeds Act of 2015), the purpose of this program is to provide funds to improve the quality of education for students residing in rural areas. Each school is allocated a portion of the Title V funds received by the school system. These funds are used to purchase supplemental resources to increase student achievement, in the same manner as Title I funds.
